The Miami-Dade County Tax Collector’s Office is informing residents of updated guidance from the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) regarding Commercial Driver Licenses (CDLs) and Commercial Learner’s Permits (CLPs) for non-domiciled individuals.

Effective Wednesday, May 13, 2026, FLHSMV has advised that issuance of non-domiciled CDLs and CLPs may resume in accordance with updated federal requirements. The guidance applies to eligible non-domiciled individuals seeking a CDL or CLP in Florida.

Under the FLHSMV guidance, eligibility is limited to individuals who can provide required legal presence documentation and who fall within one of the qualifying employment-based nonimmigrant classifications: H-2A Temporary Agricultural Workers, H-2B Temporary Non-Agricultural Workers, or E-2 Treaty Investors. Residents who do not meet the eligibility requirements outlined by FLHSMV may not qualify for a non-domiciled CDL or CLP.

Residents seeking a non-domiciled CDL or CLP are encouraged to review the official FLHSMV guidance before visiting a service center to ensure they understand the eligibility and documentation requirements. The Miami-Dade County Tax Collector’s Office will continue to process eligible transactions in accordance with FLHSMV guidance and applicable federal and state requirements.
