The Governing Board of the South Florida Regional Transportation Authority (SFRTA) unanimously elected Miami-Dade County Commissioner Raquel Regalado to serve as Chair of the Board and Broward County Commissioner Lamar P. Fisher to serve as Vice Chair, effective July 1, 2026.

Raquel A. Regalado is the Miami-Dade County Commissioner for District 7 and the first Miami-born Hispanic woman elected to the Miami-Dade County Commission. Reelected in November 2024, she has built a record of bipartisan leadership on water and resilience, housing affordability, transportation, public safety, and disability inclusion. She led the County’s septic-to-sewer conversion efforts to protect Biscayne Bay, sponsored legislation allowing accessory dwelling units to expand affordable housing, and authored the Tenant Bill of Rights to strengthen protections for renters. As Chair of the tri-county board overseeing Tri-Rail, she helped bring service to downtown Miami and negotiated the system’s MOU with the Florida Department of Transportation. She championed the opening of the Miami Center for Mental Health and Recovery and helped lead the framework for transitioning Miami-Dade Police to a new Sheriff’s Office.

Commissioner Regalado is also the architect of Miami-Dade’s neuroinclusion initiatives, training more than 4,200 first responders, making all 50 public library branches neuroinclusive, and launching the Autism Occupant Decal and MIAair programs. In April 2026, she launched the Florida Neuroinclusion Toolkit, the first resource of its kind in the country, now being distributed statewide.

Before joining the Commission, Regalado served six years on the Miami-Dade County Public School Board, where she championed a billion-dollar facilities bond, oversaw repairs to 500 school sites, and created the Autism Intensive Communication Academy. Her work on public safety extends to juvenile justice as well: as a school board member, she worked on civil citations and truancy rule changes that reduced juvenile incarceration.

She is admitted to practice law in Florida state courts and the U.S. District Court for the Southern District of Florida, and holds a J.D. from St. Thomas University School of Law and a B.A. from Florida International University.

Commissioner Regalado holds national leadership roles representing Miami-Dade on the broader stage, serving as Vice Chair of the National Association of Counties’ Large Urban County Caucus and as a member of its Transportation Policy Steering Committee, having previously chaired a subcommittee on NACo’s Health Policy Steering Committee. She also served on the executive board of NALEO, represented Miami-Dade County on the Southeast Florida Regional Partnership 50/50, as the head of the educational committee of the Adrian Arsht Center and as a board member of the Chapman Partnership for the Homeless.

A longtime presence in Spanish-language media, she has hosted daily and weekly radio and television programs on local government, immigration, education, and social services since 2008, including Hoy por Hoy on Radio Caracol 1260 AM, and contributes editorials to Community Newspapers and El Diario de las Americas.

She is the proud mother of Isabela and Sebastian, both neurodivergent young adults whose journey inspired her advocacy, and the daughter of Tomas P. Regalado, former Mayor of the City of Miami and current Miami-Dade County Property Appraiser.

Lamar P. Fisher is a fourth-generation resident of Broward County, whose great-grandfather signed the articles of incorporation for the City of Pompano Beach in 1908.

Commissioner Fisher began serving his community in 1982 with his involvement in Kiwanis International. He entered the public service arena in 1994 by serving on the City of Pompano Beach Planning and Zoning Board. He was elected to the City Commission in 2002 serving until 2007 when he was elected Mayor-at-Large of Pompano Beach and served through November 2018.

In 2018, Commissioner Fisher was elected to represent County Commission District 4 which includes portions of nine municipalities on the east coast of Broward County. As a Commissioner, Fisher has worked collaboratively with city elected officials to make sure the needs of all the residents are being met. From November 2022 to 2023, his colleagues selected him as Mayor of Broward County. He serves on various boards that span transportation, housing, public safety and more. His goals include affordable housing, finding sensible solutions for homelessness, focusing on transportation solutions, continued beach renourishment and a thriving local economy.

Fisher received the “Pioneer Award” from the Historic Preservation Board of the Broward County Board of County Commissioners in May of 2018. Aside from a lengthy career in public service, Commissioner Fisher serves as the President and CEO of Fisher Auction Company, Inc., a thriving Real Estate Brokerage and Auction Firm located in Pompano Beach, FL., established in 1967. Fisher’s roots run deep in family, supporting his church, and giving back to his community and Broward County.

Lastly and most important, Commissioner Fisher is a devoted husband to Suzan, father to his children and grandfather to three beautiful grandchildren.
