Public safety is one of government\u2019s most important responsibilities. Meeting that responsibility requires more than reacting to crime after it occurs; it requires investing in practical solutions that improve outcomes, strengthen accountability, and make our justice system more effective.<\/span><\/p>

That is why I have introduced legislation addressing two critical challenges facing Miami-Dade County: expanding access to competency restoration treatment for individuals with serious mental illness and pursuing advanced DNA technology to assist law enforcement in identifying offenders and solving crimes.<\/span><\/p>\n

While these initiatives focus on different aspects of the criminal justice system, they share a common objective: creating a safer community through innovation, efficiency, and responsible governance.<\/span><\/p>\n

Our correctional system increasingly serves individuals struggling with severe mental illness. In many cases, individuals are deemed incompetent to proceed because they cannot understand the legal proceedings against them or assist in their own defense.<\/span><\/p>\n

When that occurs, cases are placed on hold until competency can be restored through treatment. Unfortunately, a shortage of available treatment beds often leaves individuals waiting months for services while remaining in local custody.<\/span><\/p>\n

These delays come at a cost. Individuals are left without timely care, taxpayers shoulder additional expenses, and victims and families wait longer for resolution through the court system.<\/span><\/p>\n

My legislation directs Miami-Dade Corrections and Rehabilitation to evaluate and implement competency restoration services within appropriate County facilities and to examine available options for delivering treatment more efficiently. The goal is simple: provide care sooner, reduce delays, and help move cases through the judicial process in a timely and fair manner.<\/span><\/p>\n

At the same time, we must ensure law enforcement has access to modern tools that improve public safety.<\/span><\/p>

Each year, Miami-Dade Corrections and Rehabilitation processes approximately 50,000 bookings. During intake, staff frequently encounter individuals whose identities cannot be immediately verified, creating challenges for both corrections personnel and law enforcement agencies.<\/span><\/p>\n

To address this issue, I have sponsored legislation authorizing the County to pursue approximately $7.9 million in state grant funding to acquire three ANDE Rapid DNA Systems. These advanced systems can generate DNA profiles in less than two hours and compare them against national databases maintained by the Federal Bureau of Investigation, dramatically reducing turnaround times from weeks to just hours.<\/span><\/p>\n

This technology can help quickly confirm identities, identify violent offenders, connect suspects to unsolved crimes, and provide investigators with critical information while individuals remain in custody. Importantly, the proposal seeks state funding, allowing Miami-Dade to enhance public safety capabilities without placing additional burdens on local taxpayers.<\/span><\/p>\n

Public safety requires a balanced approach. It means ensuring individuals with serious mental illness receive timely treatment while also providing law enforcement with the resources needed to protect our communities.<\/span><\/p>\n

Both initiatives reflect a commitment to practical solutions that improve the effectiveness of our justice system. One focuses on addressing a longstanding gap in mental health services. The other leverages proven technology to strengthen criminal investigations and offender identification.<\/span><\/p>\n

Miami-Dade has a long history of leading on criminal justice reform and public safety innovation. By expanding access to treatment and embracing new technology, we can continue that tradition while building a justice system that is more efficient, more responsive, and better prepared for the challenges ahead.<\/span><\/p>\n

The residents of Miami-Dade expect results. These proposals deliver a thoughtful, forward-looking approach to public safety that strengthens our community and helps ensure a safer future for all.<\/span><\/p>
